To the Standing Committee of the National People’s Congress of China, Li Zhanshu:

Stop plans to impose a national security law on the people of Hong Kong.

To protect human rights, it is crucial that you scrap plans to pass the national security law for Hong Kong unless the central and Hong Kong governments can ensure that legal provisions to protect national security are clearly and strictly defined and conform to international human rights law and standards - such as providing clear exemption for acts in which people peacefully exercise their rights to freedom of expression, assembly and association, as well as other human rights.

It is also crucial that you can provide the means and time for public consultation to allow for the fullest possible discussion and study of the proposed legislation, as well as its consequences.
