The Rt Hon Penny Mordaunt MP,

I am writing about the chilling news of thousands of civilian lives lost in the Syrian city of Raqqa due to imprecise airstrikes carried out by the US, British and French forces during the US-led Coalition operation against the Islamic State armed group between June and October 2017.

I am deeply concerned and moved by this news, and hence, I call on you to ensure that the UK government:

- Proactively investigates all instances of civilian casualties caused by the total number of UK strikes, as well as releasing total estimates of civilian casualties from UK strikes, in light of the unrealistic impression given by ministers that there has been only one civilian casualty, which appears to be based on a limited number of cases brought to its attention by NGOs and others.

- Acknowledges that as a member of the Coalition, it has wider responsibilities under international law than its own operations and outlines what steps its taking to make sure coalition partners, who make up the majority of strikes, are taking all necessary precautions to minimise civilian casualties.

- Accurately reports the scale of the coalition’s combat operations and the devastating impact on Raqqa and its inhabitants. Amnesty International’s research has evidenced a disparity between the reality on the ground, which is unrecognisable from the UK government’s misleading public statements.

Entire families were killed by US-led Coalition strikes on Raqqa. These are civilians and families just like ours; they deserve answers, justice and reparation.
